Suggestions on refining supporting policies to help enterprises out of the plight of the epidemic situation

Since this year, affected by the new crown epidemic situation, all walks of life have suffered different degrees of negative impact, especially the face-to-face service industry and labor intensive industries. The transportation, catering, film, tourism and other industries have declined significantly, and many enterprises, especially small and medium-sized enterprises, have suffered heavy losses. In order to restore normal production and life order as soon as possible, Chongqing and various districts and counties have introduced a number of supporting policies to help enterprises cope with the difficulties of the epidemic. However, due to the difficulties faced by all walks of life, there are some problems such as poor operability and obstacles in implementation.

First, the application of housing rent relief is limited. In accordance with the spirit of the twenty policies and measures adopted by the general office of the people's Government in response to the new pneumonia epidemic situation of coronavirus infection and supporting the small and medium-sized enterprises to tide over the difficulties, the spirit of the document issued by Yu Fu Office [No. 2020] 14) (hereinafter referred to as the twenty Policy), during the epidemic period, reduced the rent of 1 to 3 months for the small and medium enterprises that rent the state-owned assets, and encouraged large commercial buildings and businesses. The market and the market operators will moderate the rent of the small and medium tenants during the epidemic period, and the districts and counties can give appropriate financial subsidies to the leased enterprises that have taken the rent reduction measures. The "two moderation" principle mentioned in the document is quite flexible. It is difficult to reach agreement on the amount and duration of rent reduction in the actual consultation process between the lessee and the lessor.

Two, the risk of loss and bankruptcy of small and medium-sized enterprises is increasing. Affected by the new crown epidemic situation, the economic benefits of small and medium enterprises in various industries are seriously declining. They are faced with problems such as capital chain disruption, debt maturity, insolvency, lack of capital and difficult production. In the twenty policy and the enhanced version forty, the enterprises that are related to the epidemic prevention industry and the enterprises that rent state-owned assets enjoy relatively more supporting policies, but more and more small and micro enterprises still have the risk of loss and bankruptcy.

Three, the overall consumption power of the market is relatively weak. Affected by the epidemic, the consumer market has been greatly impacted, and the weakness has lasted for a long time. First, the stoppage and shut-down of industries will directly affect the reduction of personal income and the pressure of personal loans and car loans, resulting in the weakening of personal consumption and the lack of consumer confidence. Two, as the epidemic situation of foreign countries is becoming more and more serious, the domestic residents' epidemic psychology still exists. Despite the complete closed management and many measures to stimulate consumption, many residents still prefer to stay at home and do not want to go out to spend. Three, there are still some service industries not open to business. Some large business buildings, shopping malls, markets and related garage are partly open, which directly leads to damage to operators, and indirectly affects the flow of personnel and customer consumption, and the consumption potential has not been released.

In order to better protect the survival and development of enterprises, and help enterprises to get out of the plight of the epidemic as soon as possible, the supporting policy needs to be further refined and implemented. To this end, the following recommendations are made:

(1) refine the rent reduction scheme for housing. It is actively recommended that the owners of non-state-owned assets operating houses respond to the policy call and reduce the rents of the small and medium enterprises under the circumstances of the epidemic. Owners of small and medium enterprises will be reduced by 50% when they stop working, and 2 months after resumption of production, the rent reduction is recommended to be 30%. All parts of the owners' reduction can be undertaken by 1/3, and the tax deduction and capital subsidy will be used to subsidize them.

(two) tax breaks in different periods alleviate the operational pressure of SMEs. For small and medium enterprises that rent non state owned assets, it is suggested that tax deductions be carried out in different industries. For example, the tax portion of the enterprise will be returned to 80% in 2-3, the tax portion of the enterprise will be returned to 60% in 4-5 months, and the tax portion of the enterprise will be returned to tax 40% in 6-7 months, so as to alleviate the financial pressure of enterprises.

(three) further boost consumer confidence. One is to reduce the tax and release the consumption bonus. It is suggested that enterprises should be declared as the main body, and the part of the workers' personal income tax should be paid in a unified way. The first quarter will be reduced by 50%, and the second quarter will be reduced by 30%. Two is to guide residents to prevent consumption and vitality. We should further strengthen publicity on epidemic prevention, guide residents to see epidemic diseases scientifically and prevent epidemic diseases scientifically, reduce the excessive fear of "epidemic" and extreme resistance to epidemic diseases, and gradually resume normal production and life. Three is to create a good environment to stimulate consumption. On the basis of meeting the requirements of epidemic prevention, we will liberate all sectors of the service sector, open up large business buildings, shopping malls, markets and related garage, create a positive and positive market management atmosphere, and encourage consumers to boldly spend, actively consume and optimistic consumption.
