Abstract: Socialist consultative democracy is a unique form and unique advantage of China's socialist democratic politics. The CPPCC, as an important institutional carrier of socialist consultative democracy, has a complete system, a sound organization and a wide range of coverage. It can give full play to the unique role of specialized consultative bodies and better condense social governance consensus. We should continue to deepen the practical exploration of the CPPCC's participation in grass-roots social governance, build a consultative democracy system with reasonable procedures and complete links, and transform the institutional advantages of the CPPCC into the powerful effectiveness of social governance.

The the fourth Plenary Session of the 19th CPC Central Committee decision of the Party pointed out that social governance is an important aspect of national governance. We must strengthen and innovate social governance, and improve the social governance system of Party committee leadership, government responsibility, democratic consultation, social coordination, public participation, rule of law guarantee and science and technology support, and build a social governance community with everyone's responsibility, everyone's responsibility and everyone's enjoyment. As an important carrier of China's socialist consultative democracy system, the CPPCC has the functions of political consultation, democratic supervision and participation in politics and politics, and plays an irreplaceable role in social governance innovation. The socialist consultative democracy brings the increasingly diverse interests into the social governance in an orderly way, effectively promoting the interaction of the main body of social governance, transforming from simple government supervision to paying more attention to social collaborative governance, maintaining social order, stimulating social vitality, promoting social equity and justice, safeguarding social and public interests, safeguarding the legitimate rights and interests of the broad masses, and effectively promoting Modernization of social governance.

The CPPCC has unique advantages in social governance innovation.

The CPPCC is the great achievement of the Communist Party of China in integrating Marx and Lenin's united front theory, party theory and democratic political theory with China's reality.
