Regulations on the work of organs of China Democracy Promotion Association

general provisions  

Article 1 in order to strengthen the work of the organs for the promotion of democracy in China (hereinafter referred to as the "people's Republic of China"), these Regulations are formulated in accordance with the constitution of the China Association for democracy promotion (hereinafter referred to as the "constitution").

The second term "organ work" mentioned in these Regulations refers to the establishment, management and construction of the central organization and local organs of the organization (hereinafter referred to as "central organs and local organs"). This Ordinance applies to central organizations and local organizations and their organs.

Third article The guiding ideology and basic tasks of organ work are: guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, focusing on the goal and task of building a socialist participating party with Chinese characteristics, standardizing the establishment and operation of organs, strengthening the building of organs, strengthening service awareness, improving work efficiency, promoting institutionalization, standardization and procedure of organs' work, and constantly improving the organs' performance. Level of responsibility.

The fourth principle of organ work is to consciously accept the leadership of the Communist Party of China, carry out work within the framework of the Constitution and laws, and implement the democratic centralism and build a service-oriented organ.

Second chapter duty and establishment  

The fifth central organizations and local organizations are the leading bodies of the same level organs. They should take the work of the organs as an important part of the decision-making process, arrange and promote them in a timely manner, maintain communication with relevant departments, and effectively assume leadership responsibilities.

The central organization is responsible for making clear the requirements of the work of the plenary session, establishing and improving rules and regulations, guiding relevant work of the plenary session, and leading the work of the organs at the corresponding levels.

The local organization is responsible for carrying out the central organization's deployment and leading the organs at the corresponding level according to the local reality.

The organs at all levels are responsible for carrying out various tasks in accordance with the decision making arrangements of the leading bodies.

The basic responsibilities of the sixth organs are:

(1) to implement the decision-making and deployment of the leading bodies at the corresponding level;

(two) to provide information and advice for the decision-making of the leading bodies at the level;

(three) contact and coordinate the organs of the lower and lower levels, the parties at home and abroad, and carry out their tasks.

(four) to study and decide on matters within the scope of responsibilities of the organs, establish and improve the management mechanism taking the post responsibility system as the core, and do a good job in organizing, implementing and supervising the implementation;

(five) establish and improve the work rules and regulations of the organs and strictly enforce the system.

(six) do a good job of organ building and provide service guarantee;

(seven) support the work of Chinese Communist Party organizations and mass organizations.

The establishment of the seventh organs, including the establishment and cancellation, merger and alteration of the whole organization and its internal organs, should follow the basic principles of making clear demands, standardizing functions, making good use of compiling and improving efficiency.

The eighth set of organs should be formulated, including the following:

(1) the necessity and feasibility of setting up;

(two) the arrangement of functions, names and related changes of the establishment;

(three) arrangements for personnel, establishment and related changes;

(four) other necessary contents.

The ninth organs should generally include internal institutions that undertake comprehensive affairs and undertake specialized matters.

The specific functions of the internal organs and the duties of the posts shall be clearly defined by the rules and regulations of the relevant organs.

The establishment of the tenth central organs as a whole shall be carried out in accordance with the relevant provisions of the organization's establishment management; the establishment of the institutions within the bureau level shall be submitted for approval according to the prescribed powers and procedures; the establishment of the institutions within the division level shall be decided by the chairman (Office) meeting, and submitted to the administrative department of the organization for preparing the case, and the relevant departments shall be reported to the relevant departments.

The establishment of eleventh local organs shall be carried out in accordance with the relevant provisions of the local organization's establishment and management and the procedures set up by the central authorities. The results are reported to the higher authorities for record, and they are reported to local authorities.

The twelfth organs shall be staffed and adjusted in accordance with the Administrative Establishment and relevant provisions.

The third chapter is operation management.  

Thirteenth article The central organization and local organization shall be responsible for establishing the division of responsibilities and liaison system of the organs of the chairmen (Committee) members, the working vice chairman (full-time deputy chairmen), the secretary general, the deputy secretary general, the work liaison system of the heads of the departments and departments, the work report and approval, arrangement and supervision, assessment and examination system of the organs, and so on, so as to ensure the orderly and efficient implementation of the leading body's deployment. Task.

The fourteenth leaders' office meetings and the leading bodies of the leading Committee (Office) work daily, and the tasks are clearly assigned to the organs. The chairman (Committee) members shall be responsible for the implementation of relevant departments in accordance with the division of work.

The fifteenth legal representatives of the organs shall be nominated by the chairman (vice chairmen), vice chairmen (full-time deputy chairmen), or nominated by the secretary general, and shall be submitted to the chairman (Committee) for approval. The legal representative of the central organ shall be assumed by the executive vice chairman.

The sixteenth executive vice chairmen (full-time deputy chairmen) assist the chairman in charge of the work of the organs, and are fully responsible for the implementation of the work of the organs. For matters requiring coordination between departments and departments, a special working meeting shall be convened at any time, and the relevant vice chairmen (committees), the Secretary General and the heads of departments and departments shall be convened to coordinate and make arrangements. Regular meetings of heads of departments and departments shall be conducted to study matters related to the implementation of the chairman's office meetings and the meetings of the chairman (Office). The matters to be considered by the chairman's office meeting, the deliberations of the chairman (Office) meeting, and matters that need to be decided in the work of the authorities shall be studied.

The seventeenth Secretary General assists the executive vice chairman (full time Deputy Director) in charge of the coordination of the daily affairs of the organ and the follow-up and supervision of the specialized matters, and the Deputy Secretary General assists the Secretary General in his work.

The eighteenth heads of departments are responsible for holding the work conference of their departments and completing the tasks of departments.

The nineteenth organs and departments shall submit written reports to the vice chairmen (committees) in charge of the following matters.

(1) matters that need to be submitted to a higher level organization or organ;

(two) matters that need to be issued to lower level organizations or organs;

(three) matters related to departments and organizations outside the organization of the Association;

(four) matters related to major decision-making, important personnel appointment and removal, major project arrangement, large amount of capital use and important construction.

The twentieth chairman (Committee) meetings or office meetings, thematic work meetings, and heads of organs and departments meeting shall be recorded and compiled by specialized personnel and archived according to regulations.

The twenty-first assessment, reward, supervision and disciplinary action of the organs and staff shall be carried out according to the state laws and regulations, the supervisory system and the relevant rules and regulations of the association.

The fourth chapter is about self construction.  

The twenty-second organs should strengthen ideological and political construction. We should thoroughly study and implement Xi Jinping's socialist ideology with Chinese characteristics in the new era, and strengthen our political belief and position. Keep in mind the initial intention and mission of participating parties, carry forward the fine traditions of the society, adhere to the learning system, and take political theory learning as the primary task as the basic requirement for the work and assessment of all cadres.

The twenty-third organ should strengthen the building of cadre contingent. We should establish and improve the system of cadre cultivation, selection, management and use, care for and cherish cadres, and strive to build a contingent of government cadres with high political quality, strong professional competence and entrepreneurial spirit.

The twenty-fourth organ should strengthen the system construction. To carry out the relevant laws and regulations and the requirements of the "constitution", establish and improve various management systems and carry out the implementation of the system.

Twenty-fifth organs should strengthen their work style. We must strictly implement the requirements of cadres' honesty and self-discipline, set up good thinking style, style of study, work style, leadership style and life style, strengthen service consciousness, and promote a good environment that is clear, vigorous and effective.

The twenty-sixth organ should strengthen cultural construction. We should carry out cultural learning, physical training and other activities to create a positive, solidarity and friendly organ atmosphere and build a harmonious organ.

The twenty-seventh organ should strengthen information construction. We should enhance the level of informatization in the work of organs, constantly promote technological applications and improve work efficiency in an all-round way.

Fifth chapter supplementary provisions  

The twenty-eighth provincial-level organizations can formulate relevant implementing measures for the organizations at the corresponding levels according to these regulations.

The twenty-ninth article is interpreted by the general office of the Central Committee for mass transit.

The thirtieth regulations shall come into force on the date of promulgation.
