The State Council recently issued the "opinions on further steady employment", making arrangements and making clear 26 measures around the effort to do a good job in stabilizing employment, emphasizing that we must stick to steady employment in a more prominent position, strengthen the bottom line thinking, make a solid employment priority policy, improve the promotion mechanism conducive to more and more high-quality employment, and insist on creating more jobs and stability. We should lay equal stress on existing employment posts, lay stress on key points, promote co-ordination and carry out precise policies, and strive to prevent and eliminate the risk of large-scale unemployment, so as to ensure the overall stability of the employment situation.

Employment is closely related to the vital interests of the masses, and is related to economic development and social harmony and stability. It has always been a major concern of the party and government. In July 31, 2018, the Political Bureau meeting of the CPC Central Committee held the first "six stability" deployment, and steady employment ranked first in the "six stability" work. The central economic work conference held recently was deployed repeatedly in the economic work next year to mention "steady employment". It explicitly requested that we should stabilize the total amount of employment, improve the employment structure, enhance the quality of employment, and lay stress on the employment of key groups. According to the "opinions", we should support the enterprises in stabilizing jobs by increasing their support for enterprises' policies and finance, guiding enterprises to open up domestic markets, and standardizing layoffs among enterprises, and developing more jobs and expanding employment space through mining domestic demand, rationally expanding effective investment, stabilizing foreign trade, and fostering new growth momentum, and encouraging enterprises to absorb employment and support. Entrepreneurship, supporting flexible employment and new forms of employment, strengthening the placement of underpinning, and so on, to promote workers' multi-channel employment and entrepreneurship. It is necessary to carry out vocational skills training on a large scale, vigorously promote vocational skills upgrading, promote full coverage of employment services, make solid employment and entrepreneurship services, ensure basic living security for laid-off and unemployed people, and promptly meet the unemployment insurance benefits.

Guangdong is a major industrial province. The provincial Party committee and the provincial government insist on putting the priority policy of employment on the macro policy level, and strive to improve the promotion mechanism that is conducive to more and more high-quality employment. Governments at all levels firmly stabilize employment in the first place of "six stability", and integrate employment into government work report, people's livelihood and government accountability system, and actively build a policy system of preferential employment. In November last year, the provincial government promulgated some policy measures to further promote employment, and launched nine targeted practical measures to stabilize enterprise expectations, foster employment growth points, and seize the bottom line of employment of difficult groups. We should try our best to do a good job in stabilizing employment and implement the spirit and requirements of the "opinion". We should extend the policy period of "lengthening the phased reduction of unemployment insurance premium" in the opinions, reduce the application conditions for small and micro enterprises, and extend the policy period of extending the social insurance subsidy policy for those who are hard pressed for employment. We should make overall efforts to promote and highlight key points, and do well in job support, guidance and service support for key enterprises and key groups. We need to strengthen the organizational guarantee for steady employment, improve the work organization and coordination mechanism, set up a leading organization for the work led by the government responsible persons and participate in the work of the relevant departments, clarify the objectives, tasks, responsibilities, and supervise the implementation mechanism, co-ordinate and lead the work to deal with the steady employment and scale unemployment risks in the region, and consolidate the responsibility for promoting employment. The mechanism of protection, employment situation monitoring, emergency disposal, public opinion propaganda and guidance will bring together the strong resultant force of steady employment.

Employment is the biggest livelihood of the people. All localities and departments in the province must implement the central decision-making and deployment, and lay a more prominent position in solving the problem of people's employment. We should work hard to promote the "landing", implement and reduce the "opinions". We should build a solid foundation for people's livelihood with the "steady employment" strategy, and form a virtuous circle of economic development and employment expansion to help the province's economy and society develop continuously and healthfully.
